B1246-1008 Daisetta: Cypress Street Sanitary Sewer Rehabilitation Project

Sealed bids addressed to the City of Daisetta will be received until 2:00p.m., Wednesday, September 3rd, 2026, for furnishing necessary materials, equipment, superintendence, and labor for theCity of Daisetta, TexasCypress Street Sanitary Sewer Rehabilitation ProjectTexas Department of Agriculture-Cdv23-0113The work is generally described as follows: This project shall provide for the removal and replacement of existing sanitary sewer manholes and gravity sanitary sewer lines along the north side of Cypress Street right of way line from FM-770 to FM-834. Proposed manholes shall consist of 48-inch precast concrete manholes with MIC inhibitor. Contractor shall provide pre and post televised video of existing sanitary sewer lines from manhole to manhole. Contractor shall Provide, Furnish, & Rehabilitate existing 6” sanitary sewer line with a 10" DR13.5 Class 165-psi HDPE-PE4710/C906 (I.D. 9.375") sanitary sewer lines by pipe bursting, directional boring, and open cut in trench and reconnect all service connections. Contractor shall haul off all excavated material and construction debris at no additional cost to the Owner. Contractor shall replace and/or repair any damages caused by Contractor’s operations and shall seed, sod, or hydromulch for final stabilization of disturbed areas. The work shall be performed along the shoulder of Cypress Street and requires a Traffic Control Plan approved by Texas Professional Engineer. Contractor shall be solely responsible for notifying 811 and coordinating with all utility owners for this project. Supplemental Items are not part of this project. Alternate bid items are not part of this project. Additive/Deductive bid items will be part of this project. Additional driveway removal and replacement, along with additional drainage culvert removal and replacement. Additional road side ditch regrading and shaping will also be included with additive/deductive bid items.Bids will be received at the office of the Daisetta Community Center, 412 Main Street, Daisetta, Texas 77533. The bids will be publicly opened and read at said location at the time set forth above. There will be a non-mandatory pre-bid conference with the Engineer, Owner, and Prospective Bidders at 2:00 p.m., Wednesday, August 26th, 2026, at the Daisetta Community Center. The right is reserved by the City of Daisetta, as its interest may require, to accept or reject any or all bids, and to waive any informality in the bids received.Bidding Documents are on file at www.civcastusa.com. There is no cost to view the plans, and printing can be done through the website.Hard copies of Bidding Documents will not be sold. Complete sets of Bidding Documents shall be used in preparing Bids; neither Owner nor Engineer assumes any responsibility for errors or misinterpretations resulting from the use of incomplete sets of Bidding Documents. Owner and Engineer, in making copies of Bidding Documents available on the above terms, do so only for the purpose of obtaining Bids for the Work and do not confer a license or grant for any other purpose.Bid Security, only in the form of: 1) a certified or cashier's check drawn on a Texas bank and made payable to the City of Daisetta; or 2) bank money order; or 3) a bond executed by a surety company authorized to do business in Texas, in the amount of not less than five (5%) percent of the total bid, must accompany each bid at the time it is submitted. Bids must be submitted in duplicate.Bids may be held by the City of Daisetta for a period not to exceed 60 days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidders qualifications prior to the contract award.Attention is called to the fact that not less than the federally determined prevailing (Davis-Bacon and Related Acts) wage rate, as issued by the Texas Department of Agriculture Office of Rural Affairs and contained in the contract documents, must be paid on this project. In addition, the successful bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex, sexual identity, gender identity, or national origin. All contractors and subcontractors must be cleared (not suspended or debarred) prior to any formal action authorizing the award of a contract to the contractor. Minority Business Enterprises, Small Business Enterprises, Women Business Enterprises, Veteran-Owned Businesses, and Section 3 Businesses are encouraged to submit bids. This solicitation is for services related to a project that is subject to the Build America, Buy America Act (BABA) requirements under Title IX of the Infrastructure Investment and Jobs Act. Absent an approved waiver, all iron, steel, manufactured products, and construction materials used in this project must be produced in the United States.Upon award, the successful bidder will be required to furnish payment and performance bonds.
