Janitorial Services

The City of Olathe, Kansas (“City”) is seeking proposals from qualified and experienced contractors to provide comprehensive janitorial and custodial services at various City-owned and operated facilities. The intent of this solicitation is to identify a qualified Contractor capable of providing consistent, high-quality, and responsive cleaning services that support clean, safe, and well-maintained facilities for employees, visitors, residents, and facility users. The City currently utilizes a combination of contracted janitorial services and services performed by City staff. To provide flexibility in determining the City's future service delivery model, this solicitation requests proposals for two service delivery options. Scope 1 – Combined Contractor and City Staff Services provides for the Contractor to perform specified janitorial services while designated services remain the responsibility of City staff. Scope 2 – Fully Contracted Janitorial Services provides for the Contractor to assume responsibility for the complete janitorial and custodial services identified in the solicitation. Respondents shall provide pricing for both Scope 1 and Scope 2. The City may evaluate the two service delivery options independently and reserves the right to select the option that best meets the City's operational needs, service requirements, and available funding. In addition to regularly scheduled janitorial and custodial services, certain City facilities include meeting, event, and public-use spaces that may require additional services outside of the routine cleaning schedule. These services may include event setup and cleanup, take-down and restoration of spaces, Day Porter services, on-demand flooring services, and other additional services identified in the solicitation. Respondents shall provide the required approach and pricing for these services as specified in the RFP. The City intends to establish a service delivery model that provides reliable, consistent, and responsive janitorial services while allowing flexibility to address changing facility needs, staffing requirements, special events, and other operational demands throughout the contract term.
