Impartial Hearing Officer Training and Complaint Investigations

The New York State Education Department (NYSED) Office of Special Education is seeking proposals for the purpose of providing NYSED directed professional development and technical assistance around Special Education Impartial Hearings to certified Impartial Hearing Officers (IHO) in New York State (NYS). In addition, NYSED is seeking proposals for the purpose of conducting investigations of complaints alleging the misconduct or challenging the competence of a NYS IHO.The RFP will be funded in two parts:• Part I - to provide directed professional development and technical assistance around Special Education Impartial Hearings to certified Impartial Hearing Officers (IHO) in New York State (NYS).• Part II - to conduct investigations of complaints alleging misconduct or challenging the competence of a NYS IHO.Subcontracting will be limited to thirty percent (30%) of the total contract budget. Subcontracting is defined as non-employee direct personal services and related incidental expenses, including travel.NYSED will award up to two (2) contracts pursuant to this RFP. The contracts resulting from this RFP will be for a term anticipated to begin December 1, 2026, and to end September 30, 2029. Bidders may pursue either one contract or both (as listed above) in their technical proposals. Separate Technical and Cost Proposals must be submitted if bidding on both contracts.Bidders are required to comply with NYSED’s Minority and Women-Owned Business Enterprises (M/WBE) participation goals for this RFP through one of three methods.
