26-57 Bay County Military Point AWTF Automatic Backwash Filter Rehab

INTRODUCTIONThe Bay County Board of County Commissioners (County) seeks bids from qualified contractors for the rehabilitation improvements to the existing Aqua-Aerobic Systems Automatic Backwash Traveling Bridge Sand filter system at the wastewater treatment facility located at 100 Lagoon Road, Tyndall Air Force Base, FL 32403 in accordance with the Scope of Work Exhibit 2.Tyndall AFB is a secure military base and will require all of the awarded vendor’s employees to successfully pass a background check. Awarded contractor’s employees will be required to provide a valid driver’s license and social security number as part of the background check process. The awarded contractor will submit required information to BCUS who will then process the applications with Tyndall AFB. After successful background checks Tyndall AFB will issue badges to BCUS. Awarded contractor will then be given DBIDs contractor badges. BCUS will also process badges for subcontractors as needed. Large vehicles including ones with tool boxes will be subjected to the commercial gate. Typical wait times are less than 15 minutes but issues arise and can slow down traffic. SITE VISITA Site Visit will be held at 1:00 pm (CDT), Tuesday, September 1, 2026 at the Bay County Military Point Advanced Water Treatment Plant located at 100 Lagoon Road, Tyndall Air Force Base, FL 32403. Any vendor wishing to attend the site visit will be required to report in at the Tyndall AFB Visitor Center prior to attending the site visit. All of the vendor’s employees attending the site visit must possess a valid driver’s license to obtain a visitor pass. Please allow ample time for processing, as wait times for visitor passes may vary. County Staff will meet all vendors at the Visitor Center and provide escort to AWT Facility.  No questions will be answered during the site visit. All questions shall be submitted in writing to the Bay County Purchasing Office.BID DEADLINE/DELIVERYSealed Bids for ITB NO: 26-57 Bay County Military Point Advance Wastewater Treatment Facility Automatic Backwash Filter Rehab Re-bid will be received by the BOARD OF COUNTY COMMISSIONERS OF BAY COUNTY, FLORIDA up until 2:00 pm (CDT) Wednesday, September 23, 2026. Bids will be publicly opened immediately following the deadline. ANY BID RECEIVED AFTER THE SPECIFIED TIME WILL NOT BE CONSIDERED.Bids for this solicitation may be submitted either electronically via OPENGOV PROCUREMENT or by paper, sealed and delivered to the Board of County Commissioners Purchasing Department, at 840 W. 11th Street, Suite 2500, Panama City, Florida 32401.Bidders electing to submit paper bids should submit one (1) original bid package. Bids shall be enclosed in a sealed envelope bearing the title of the work, the name of the bidder, and the date for opening. It is the sole responsibility of the bidder to ensure that the bid is received on time. Each bid shall be valid to Bay County for a period of ninety (90) days after the bid opening.
