Lighting and Traffic Signal Installation, Horner and Messenger Streets

The City of Johnstown is seeking sealed design and build bids for the replacement of traffic signal lights at the intersection of Horner and Messenger Streets in Johnstown, PA 15902. Bids will be received at City Hall, located at 401 Main Street, Johnstown, PA 15901, until 1PM local time on Friday, September 4, 2026. At that time, all bids received will be opened and read aloud. Bidders must mark their envelopes as 'Bid for Lighting and Traffic Signal Installation, Horner and Messenger Streets.' Each bid must include either a bid bond of ten percent (10%) of the bid amount from a surety approved by the City or a certified check or letter of credit from a solvent bank for the same amount in favor of the City of Johnstown. Bid Bonds must be accompanied by proof of authority from the official or agent signing the bond. A non-mandatory site survey will take place at the project location on Monday, August 28 at 10AM local time. Bidders should pay attention to all requirements in the bid package, including Pennsylvania Prevailing Wage Rates, Department of Transportation regulations, insurance requirements, equal opportunity provisions, and the requirements for a payment bond and performance bond for 100% of the contract price, along with a one-year maintenance bond for 15% of the contract price. The City reserves the right to reject any and all bids and to waive any technicalities in the best interest of the City. No bidder may withdraw their bid within sixty (60) days after the opening date.
