Vendors must submit proposals online; those who fail to submit complete applications through PennBid will not be considered for award. Submissions must include a scanned copy of the Bid Bond as stated above through PennBid in the appropriate drop down. The PROPOSAL PAGE must be completed and submitted through PennBid. Other Forms must be completed and uploaded to PennBid. Proposals may be withdrawn, altered or otherwise modified within PennBid at any time prior to the due date and time listed.
