Public Defense Attorney Services Morrow County Justice Court

Morrow County, Oregon, is seeking proposals from qualified attorneys or law firms to provide public defense services for financially eligible defendants in the Morrow County Justice Court. The primary objective is to secure competent, timely, conflict-free, and responsive legal representation consistent with applicable laws and standards. The selected attorney or firm will be responsible for representing court-appointed defendants in misdemeanor cases within the jurisdiction of the Morrow County Justice Court.The scope of services includes promptly reviewing appointments, conducting conflict checks, and communicating acceptance or conflicts to the Court. The attorney or firm will represent clients through all stages of their cases, including arraignment, pretrial proceedings, plea negotiations, motions, trial, sentencing, and other proceedings. This involves conducting confidential client interviews, witness interviews, and investigations, as well as performing legal research, preparing pleadings, and maintaining complete case files.The attorney or firm must negotiate professionally with the Morrow County District Attorney's Office while exercising independent professional judgment for each client. They are expected to appear prepared and on time for all scheduled hearings and maintain timely, confidential communication with clients, including those in custody. The contractor will also be responsible for tracking caseloads and providing necessary administrative reports to the County.Services will primarily be performed at the Morrow County Justice Court in Irrigon, Oregon, with an anticipated volume of approximately 10 to 20 new misdemeanor appointments per month. The contractor will act as an independent contractor and must comply with all applicable statutes, court rules, ethical duties, and confidentiality requirements. The contract will be established in a written personal services agreement, with compensation structured per case, hourly, monthly, or as a blended rate.
