Town of North Haven Request for Proposals (RFP) ADA-Compliant Exterior Access Ramp Replacement

Issue Date: 08/20/2026 Proposal Due Date: 09/10/2026 Project Location: North Haven Medical Clinic, 135 Main Street North Haven, Maine, 04853 1. Introduction The Town of North Haven is soliciting proposals from qualified contractors to remove and replace an existing exterior access ramp. The new ramp shall be constructed in accordance with plans and specifications already developed by the Town. The project is intended to provide safe, durable access that complies with all current ADA requirements and applicable building codes. 2. Project Scope The selected contractor shall furnish all labor, materials, equipment, supervision, and incidentals necessary to complete the project, including but not limited to: • Removal and disposal of the existing ramp and associated components. • Construction of a new exterior access ramp in accordance with plans provided by the Town. • Installation of all required footings, framing, decking, handrails, guardrails, landings, edge protection, and other components shown in the plans. • Compliance with all applicable ADA requirements, building codes, and industry standards. • Final cleanup and disposal of construction debris. The Town has existing ramp plans available for contractor review. Contractors shall familiarize themselves with the plans and verify field dimensions and site conditions prior to construction. 3. Plans and Specifications The Town will provide ramp design drawings and specifications to interested bidders upon request or during the site visit process. Contractors shall base their proposals on the provided plans. Any recommended modifications, value-engineering suggestions, or substitutions shall be clearly identified as alternates and submitted separately from the base bid. The contractor is responsible for notifying the Town of any discrepancies between the plans and actual site conditions prior to beginning work. 4. Project Requirements The completed ramp shall: • Be constructed in accordance with the Town-provided plans. • Meet current ADA Standards for Accessible Design. • Comply with all applicable State of Maine and local building codes. • Be suitable for year-round use in a coastal Maine environment, and include slip-resistant walking surfaces. • Include handrails and guards as required by code. • Provide smooth transitions between landings, ramp runs, and adjacent surfaces. • Be constructed using durable materials intended for long-term use. 5. Site Visit Interested contractors are strongly encouraged to visit the project site prior to submitting a proposal. Proposal Requirements Proposals shall include: Company Information • Business name and address. • Contact person. • Phone number and email address. • Proof of licensing and insurance. Qualifications • Description of experience with ADA accessibility projects. • At least three references for similar projects completed within the past five years. Project Schedule • Anticipated start date. • Estimated project duration. • Proposed completion date. Cost Proposal Provide a lump-sum price that includes: • Demolition and disposal. • Materials. • Labor. • Equipment. • Mobilization. • Cleanup. • Any permits required for construction. • All other associated costs. Any proposed alternates shall be listed separately. 7. Insurance Requirements Prior to commencing work, the selected contractor shall provide proof of: • General Liability Insurance • Workers’ Compensation Insurance as required by Maine law. 8. Evaluation Criteria Proposals will be evaluated based on: • Experience and qualifications. • References. • Ability to complete the project within the desired timeframe. • Responsiveness to the RFP requirements. • Cost and overall value to the Town. The Town reserves the right to reject any or all proposals, waive minor irregularities, negotiate with bidders, and accept the proposal deemed to be in the Town’s best interest. 9. Reservation of Rights The Town of North Haven reserves the right to: • Reject any or all proposals. • Request additional information from bidders. • Modify the scope of work if necessary. • Negotiate contract terms with the selected contractor. • Award the project in the manner determined to be in the Town’s best interest.
