Snow Cleanup, Plowing and Removal from Portland Homeless Service Center

The City of Portland, Maine is seeking sealed bids for snow clearing, plowing, and removal services at the Portland Homeless Service Center. The work is to be performed from November 1, 2026, until April 30, 2029, with the possibility of extending the contract for two additional one-year terms. Bids must be submitted electronically to bidsubmit@portlandmaine.gov, including the name of the bidder, contract name, and bid number in the subject line. Bids will be accepted until 3:30 p.m. on Thursday, September 10, 2026, at which point they will be opened and read. Proposals can also be submitted via USPS, UPS, FedEx, or in person at the City of Portland, Purchasing Room 103, 389 Congress St., Portland ME 04101. It is the bidder's responsibility to ensure timely submission of their bid, as late bids will not be accepted. All bids must be submitted on the City-provided forms and will remain valid for ninety days after the opening. Late, faxed, unsigned, or improperly submitted bids will be disqualified.
