CUNY Hunter College - Escalator Replacement

ACTIVE

The Dormitory Authority of the State of New York (DASNY) is seeking proposals from Construction Manager’s capable of providing preconstruction services during design, construction management, and construction implementation for City University of New York Hunter College – Escalator Replacement project located at 695 Park Avenue, New York, NY 10065 (the “Project”) using a Construction Manager-Build (“CM-Build”) project delivery method.    A CM-Build project delivery method is similar to a Construction Manager-at-Risk project delivery method, in that the Construction Manager is involved during the design phase of the project, procures the construction phase trade contracts, and manages the construction phase of the project. However, in a CM-Build delivery method, a Guaranteed Maximum Price is not provided prior to bidding the trade packages, rather a Maximum Contract Price (“MCP”) is established after the Construction Manager procures the trade packages. The CM-Build Contractor is a Construction Manager who will contract with DASNY to submit an MCP.    Following receipt of the submitted SOQs, an established Evaluation Committee will then identify a shortlist of Construction Managers that will continue with the development process for the Project. The shortlisted Construction Manager will be provided with a future Request for Proposal (“RFP”) for the overall Project on which to fully develop a response to the RFP.   The project involves Phase 1 of a comprehensive escalator replacement program in the West and East buildings at the college’s main campus;  the original escalators were installed in the 1960’s. The intent is to prioritize the replacement of the most critical escalators which include sixteen (16) escalator runs in the West Building from the basement level to the 7th floor, and two (2) escalator runs from the street level to the second-floor level in the East building for a total of eighteen (18) escalators.   Please see Section 2 – Engagement Requirements for additional Scope of Work.   Interested Proposers should review Section 2.2 - Qualification and Certification Requirements - of the RFQ to determine eligibility.     DASNY contributes to the economic development of New York State by assisting and supporting Minority and Women Owned Business Enterprises (MWBEs) and Service-Disabled Veteran-Owned Businesses (SDVOB) through its procurement process. As part of this RFQ, and consistent with New York State Executive Law 15-A and Article 3 of the New York State Veteran Services Law, DASNY encourages all firms to consider submitting proposals that utilize partnerships, joint ventures or other similar arrangements with a New York State certified MWBE/SDVOB firm on this contract. For technical assistance identifying certified MWBE firms contact Empire State Development at www.esd.ny.gov or visit DASNY’s MWBE Registry at www.dasny.org. A responsible proposer must have the integrity to justify the award of public dollars and the capacity to perform the requirements of the contract fully. The proposer must file a vendor responsibility questionnaire with DASNY. The questionnaire provides the proposer an opportunity to self-disclose any issues and provide necessary information, which DASNY will use as part of its determination.   Firms interested in responding to this solicitation may access the RFQ and related documents from DASNY’s website at: https://www.dasny.org/opportunities/rfps-bids/professional-services.
