Development, Public Housing Repositioning and RAD Consulting Services

The East Orange Housing Authority invites proposals from qualified consultants to evaluate and assist with implementing repositioning strategies for Concord Towers and Halsted Plaza. The services required may include analysis of RAD, Section 18 and blended alternatives; financial modeling; HUD applications and approvals; financing and closing coordination; implementation; stabilization; and closeout.Questions regarding the proposal must be submitted by August 25, 2026, by 3:00 p.m. Responses from EOHA will be provided by August 27, 2026. Proposals are due by September 2, 2026, at 3:00 p.m. Eastern Time.The complete RFP, Addendum No. 1, and required forms can be accessed at www.eoha.org.
