Firearms Training Range Facility Lease with Classroom Space, Secure Overnight Weapons Storage, and Exclusive Use Amenities in NYC-Metro Area for Court Officer Training

The Unified Court System (UCS) seeks to procure a firearms training range with classroom space and related amenities for use by uniformed and nonuniformed peace officers assigned within the NYC–Metro area. The contract also includes overnight storage for large cache weapons, which is required during Court Officer Training Academy (COTA) classes. Recruits use OCA issued weapons that must be securely stored onsite overnight and cannot be transported for security reasons. This request is for a five-year contract covering the period October 1, 2026 through September 30, 2031. The downstate Court Officer Training Academy (COTA) is located in Brooklyn. The anticipated training schedule includes two recruit classes per year, with up to 200 recruits per class. COTA requires a facility that can accommodate classes of this size and guarantee at least 165 days of exclusive UCS firearms training access per year, including priority use of up to ten Saturdays. To meet operational needs, the facility must be located within the five NYC counties (Bronx, Kings, New York, Queens, and Richmond), accessible by public transportation, and compliant with NYPD, FDNY, and NYC Building Department codes. Minimum range and facility requirements include: A heated, airconditioned, well-ventilated range environment with a separate ventilated firearms cleaning area A central control area with amplification, lighting, and siren controls At least 20 shooting positions with electronic target carriers Minimum 15yard distance to bullet trap, with accommodations for barricade, kneeling positions, and metal plates A bullet trap capable of handling multiple caliber jacketed ammunition and 12gauge shotgun ammunition, with proper casing retention and disposal Classroom space seating at least 50 people with movable furniture, projection capabilities, and adequate electrical service Exclusive use amenities including separate restrooms, administrative workspace, secure storage rooms for weapons, equipment, and lead contaminated uniforms, a standard refrigerator, and a private locker room for at least 28 people These specifications are essential to support Court Officer recruit firearms training (30 days per class), annual recertification for approximately 3,100 Court Officers, and Basic Training Firearms classes (three per year, 30 officers per class, 8 days each).
