Request for Proposals for Professional Engineering Services for Construction Management & Inspection Services for Project Entitled: Safe Routes to School along Veterans Memorial Drive East - Road Diet and Pedestrian Improvements

The Borough of Somerville is seeking proposals from qualified firms to provide Construction Management and Inspection Services for the Safe Routes to School project along Veterans Memorial Drive East. This project includes improvements such as traffic signal upgrades, roadway modifications, pedestrian enhancements, and landscaping. The selected consultant will be responsible for construction oversight, documentation, daily inspection reports, material testing, and preparing as-built plans. A pre-construction meeting will be part of the contract services. Proposals must be submitted by 10:00 AM on September 9, 2026, and will be publicly opened at the Borough Hall. Bidders must submit seven copies of both the Technical and Cost Proposals, with specific labeling on the envelopes. The Prime Consultant and any subconsultants must be Cost Basis Approved by the NJ Department of Transportation. The Borough reserves the right to reject any or all proposals and will select a vendor based on competitive proposals. The consultant selection process will comply with state regulations. The project duration is expected to be approximately nine months, with bids anticipated in August 2026 and construction starting in late fall 2026.
