2026 Proposals for Professional Services

The City of Plainfield is seeking proposals for Housing Rehabilitation Cost Estimator Services on a Freelance Basis. Proposals must be submitted by Wednesday, September 9th, 2026, at 11:00 A.M. at City Hall, located at 515 Watchung Avenue, Plainfield, New Jersey.Proposals are solicited through a Fair and Open process in accordance with relevant New Jersey statutes and the Municipal Code of the City of Plainfield. Interested parties can obtain copies of the specifications by emailing cynthia.blake@plainfieldnj.gov starting Thursday, August 20, 2026, from 9:30 am to 4:30 pm. The specifications are also available on the City of Plainfield's website at www.plainfieldnj.gov under the Bids and Requests for Proposals section. Respondents must register their names and contact information before downloading the RFP.All questions regarding the RFP must be submitted in writing to cynthia.blake@plainfieldnj.gov. It is crucial that all requested information in the proposal package is provided, as failure to do so may result in disqualification of the proposal. Bids must be sealed and clearly marked with the services for which the proposal is submitted. Proposals must include an original, two copies, and one digital (USB) copy, and hand-delivered submissions should be made to the Office of the City Clerk before the specified date and time.Respondents must also comply with various legal provisions, including ownership disclosure, business registration, affirmative action compliance, and disclosure of investment activities in Iran.
