Ordinance Governing Commercial Door-to-Door Solicitation and Peddling

This legal notice informs that the Council of the Borough of Nicholson, Wyoming County, Pennsylvania, will consider and may vote on an ordinance that establishes regulations for commercial door-to-door solicitation and peddling. The ordinance defines commercial solicitation, peddling, and noncommercial canvassing, and requires permits for commercial solicitors and peddlers. It also exempts constitutionally protected noncommercial canvassing from permit, fee, and advance registration requirements. The ordinance sets forth application, issuance, denial, revocation, appeal, identification, hours, and conduct requirements. Additionally, it allows residents to decline door-to-door contact by posting a notice and provides for enforcement and penalties. The full text of the proposed ordinance can be examined at the Nicholson Borough Building during regular business hours, and a copy may be obtained upon request. A public meeting to discuss this ordinance will be held on September 8, 2026, at 6:00 p.m. at the Nicholson Borough Building, located at 402 Main Street, Nicholson, Pennsylvania 18446.
