Woodland Water District Needs Analysis RFP

The Town of Oneonta (the "Town") is soliciting proposals from qualified engineering consulting firms to evaluate the existing water distribution infrastructure within the Woodland Water District and to propose a solution to restore the system to reliable operation. The Town operates the Woodland Water District which was recently connected to the newly defined Southside Water District in 2023, serving approximately 219 service connections within the Town. Prior to the connection to the Southside Water District, the Woodland District operated properly, albeit requiring upgrades due to aging infrastructure. After the connection to Southside in 2023, the Woodland Water District began experiencing operational deficiencies that this engagement is intended to diagnose and address. In previous years, the Town completed partial upgrades to this portion of the distribution system, including construction of two new 150-foot-deep wells and well housing at the end of Youngs Road in Fortin Park, and decommissioning of an existing water storage tank that had fallen into disrepair. Despite these improvements, several end users within the district are currently experiencing brown, discolored water, rendering the system unreliable for its intended use. The Town intends to use the results of this evaluation to define and scope a separate, subsequent contract for design and construction of the recommended solution. This RFP is limited to the evaluation and diagnostic phase of the project; implementation of any proposed solution will be procured under a separate agreement.
