Hauling and Unloading of Processed Biosolids

The Lackawanna River Basin Sewer Authority is inviting sealed bids for the hauling and unloading of processed biosolids from their Throop and Archbald (Jermyn) wastewater treatment plants. Bids must be submitted to the Authority's office located at 145 Boulevard Avenue, Throop, PA 18512, no later than 6:00 P.M. on September 14, 2026, at which point the bids will be publicly opened and read aloud.There are no pre-bid meetings mentioned in the notice.Bidders are required to submit a Certified Check or Bank Draft payable to the Lackawanna River Basin Sewer Authority, or a satisfactory Bid Bond amounting to ten percent of the bid with each submission. All proposals must comply with the instructions provided in the bid specifications and contract documents.For additional details, copies of the specifications and other contract documents can be obtained from the Lackawanna River Basin Sewer Authority at the address mentioned above during normal working hours. Bidders may also request documents via phone at (570) 489-7563 or through email at lrbsa@epix.net.Bids must be submitted in accordance with the instructions enclosed in the bid specifications. The Authority reserves the right to reject any and all bids and to waive any informalities in the bids received. The contract will be awarded to the lowest responsible bidder as determined by the Authority. Bidders should note that they cannot withdraw their bids within sixty consecutive calendar days after the opening date, or one hundred twenty calendar days if the award is delayed by the approval of another governmental agency.
