The City of Homestead is seeking qualified entities to provide independent inspection and construction project management services in support of its Emergency Repair Program (ERP), funded through the Florida Housing Finance Corporation's State Housing Initiatives Partnership (SHIP) Program. The ERP is designed to assist eligible low and moderate-income homeowners by addressing emergency housing conditions that pose a threat to the health, safety, and welfare of occupants.The selected entity will serve as an independent third-party representative of the City and act as a liaison between homeowners, contractors, City staff, and program consultants. Responsibilities will include conducting property inspections, preparing scopes of work and cost estimates, supporting contractor procurement activities, monitoring construction progress, and performing final inspections to ensure repairs are completed in accordance with program requirements and applicable codes.The City is seeking qualified entities with experience in residential rehabilitation, construction inspection, and project management, particularly within publicly funded housing programs. The goal is to establish a professional partnership that promotes quality workmanship, accountability, and efficient delivery of housing repair services to eligible Homestead residents.
