Request for Heating Oil

REQUEST FOR PROPOSAL The Town of Foster is requesting bid proposals for the HEATING OIL for the fiscal year July 1, 2026 to June 30, 2027 winter season for the following town buildings: • Woody Lowden Recreation Center, 16 Howard Hill Road; • Police Station, 182 Howard Hill Road; • Town House, 181 Howard Hill Road; • Benjamin Eddy Building, 6 South Killingly Road; • Town Hall, 181 Howard Hill Road, • Department of Public Works Garage, 86 Foster Center Road. The Town’s ESTIMATED usage is 7,000 (seven thousand) gallons. The Town shall have automatic delivery, and there shall be no minimum purchase requirement. Bids will be accepted in the Foster Town Hall until 12:00 p.m., September 21, 2026, there and then to be opened. The recommended proposal is subject to the approval of the Town Council. The Town reserves the right to reject any and all bids or parts of bids, to waive any technicalities, and to accept the bid that in its judgment, best meets the requirements of the Town of Foster. SPECIFICATIONS The town is seeking proposals in two parts: 1. A fixed rate per gallon for the season, and 2. A mark-up rate based on cost at time of purchase. The town will choose and approve one option at the time of the award. Estimated usage in gallons: Heating Oil 7,000 Include mark-up price per gallon over cost for each: Example: Cost 2.999 Mark up 0.070 Town to Pay 3.069 The quantities offered in this invitation are ESTIMATED and are for bidding purposes only and may be altered by the Town, if necessary. Vendors in the preparation of their bids are asked to quote the price per gallon All bid requirements and administrative questions may be addressed to Gordon Rogers, Director of Public Works at 401-368-6997. Include: Company: Telephone number: Contact person: Email address: Business Location Address: Should the supplier at any time fail to supply the product in accordance with the terms of this contract, the Town shall have the option to purchase on the open market such materials as necessary, of an equivalent quantity, and charge any excess cost of such purchase or purchases over the gallon as shown in this contract against any monies due or which may become due to the supplier from the Town. The Town shall not be bound in any manner to accept any amount of material greater than its immediate requirements as advised in advance by telephone from the Central Garage. Nor shall the Town be held liable for any demurrage or wait time charges on any of the deliveries or the total quantities as offered in this invitation.
