NOTICE INVITING PROPOSALS – FEDERAL ADVOCACY SERVICES, RFP NO. 26/27-SR2027 NOTICE IS HEREBY GIVEN that the City of Porterville is requesting proposals from qualified and experienced firms to provide professional federal advocacy and governmental relations services on behalf of the City. The selected consultant will represent the City’s interests before the United States Congress, federal agencies, and other federal entities and will assist the City in advancing legislative priorities, identifying and securing federal funding opportunities, monitoring federal legislative and regulatory activities, strengthening federal partnerships, and providing strategic governmental relations services. The City anticipates entering into an initial professional services agreement for a three (3) year term. Proposals shall be submitted electronically through the Public Purchase procurement website at www.publicpurchase.com no later than 5:00 p.m. Pacific Time on Friday, September 18, 2026. Late proposals will not be accepted, and proposals submitted by email will not be accepted. Questions regarding the RFP shall be submitted electronically through the Public Purchase website no later than Wednesday, September 2, 2026. The complete Request for Proposals, including the scope of services, proposal requirements, evaluation criteria, and other solicitation documents, may be inspected and electronically downloaded at no cost through the Public Purchase website at www.publicpurchase.com. All addenda, responses to questions, correspondence, and other official communications regarding this solicitation will be issued exclusively through Public Purchase. It is the responsibility of each proposer to monitor the website for updates and addenda. The City of Porterville reserves the right to reject any or all proposals, waive informalities or minor irregularities, request clarification of any proposal, negotiate with one or more proposers, or cancel the solicitation if determined to be in the best interest of the City.
