FY26 Mobile Emergency and Homeless Case Management Unit

Sealed proposals are invited for the Mobile Emergency and Homeless Case Management Unit. Proposals will be received and opened by the Purchasing Agent of the City of Elizabeth on Thursday, September 10, 2026, at 10:30 AM prevailing time. The bids will be publicly read at that time. Each bid must include an ORIGINAL certified check, cashier's check, or surety bond of a corporation acceptable to the City, amounting to ten percent of the total bid, not exceeding $20,000. Facsimile or telecopies of documents will not be accepted. Bidders must also submit a certificate from a responsible surety company confirming that they will provide a surety bond for one hundred percent of the contracted price if they are the successful bidder. Specifications can be obtained at the Purchasing Agent's office at City Hall, 50 Winfield Scott Plaza, Elizabeth, NJ 07201-2462, Monday through Friday, from 9:00 AM to 4:00 PM. Proposals can be delivered or mailed to the Office of the Purchasing Agent before the opening time. Bidders must comply with NJSA 10:5-31 et seq. and NJAC 17:27, as well as NJSA 52:25-24.2. Attention is drawn to Chapter 2.92 of the City Code, which requires certain affidavits to be submitted and will be considered in determining the responsibility of the lowest bidder. The City reserves the right to waive any bidding irregularities deemed immaterial. The award or rejection of the contract is subject to NJSA 40A:11-24 time limitations, but bids may be held for a longer period if agreed upon. The City Council reserves the right to reject any or all bids as deemed in the best interest of the City.
