2.0 SCOPE OF GOODS AND/OR SERVICES AND APPLICABLE SPECIFICATIONS This Specification establishes the minimum requirements for this solicitation, listed and described in the body of these specifications, to be used as noted, by The School Board of Osceola County, FL. The purpose of this bid is to put in place the following solution for the disposal of surplus/off adoption textbooks and instructional materials. School Boards utilizing this solicitation will adhere to Florida Statute 1006.41, Disposal of Instructional Materials, including any future revisions to the Statute. Successful Bidder(s) must accept 100% of obsolete material offered in accordance with the following: A. All surplus Instructional material and/or books will be palletized at the individual schools. B. An inventory list of surplus instructional material and/or books will be forwarded to the Purchasing Department, and the District staff will review the palletized inventory list to ensure that none of the current adopted books are included in the pallets ready to be removed. C. District warehouse staff will be picking up the surplus instructional material and/or books at the schools to be stored in the Warehouse. D. The awarded Bidder will receive a copy of the board approved list of surplus instructional material and/or books when arriving to pick the pallets up from the District Warehouse. E. The awarded Bidder must remove the surplus instructional material and/or books from the District’s Warehouse in a timely manner; the warehouse will not store more than twenty-four (24) pallets of surplus learning material and/or books at a time. F. The awarded Bidder must receive all the surplus instructional material and/or books within each pallet, all item(s) must be sorted at the bidder’s location. G. Ensure that recycled materials be weighed using accurate weight information and methods. Copies of scale tickets shall be furnished upon request of contracting District. H. Once the awarded Bidder has sorted through the surplus instructional material and/or books, the awarded Bidder must issue a check to the School District of Osceola County and mail to the attention of the Purchasing Department within forty-five (45) days. I. Solely responsible for all operating costs to include, labor, equipment, and supplies to execute the project. J. Pallets of surplus learning material and/or books that are received from Charter Schools must be on separate checks when being processed.
