Emergency Sheltering Voucher (ESV) Program for Families

The City of Sacramento, Department of Community Response is soliciting proposals to: participate in the City of Sacramento’s Emergency Sheltering Voucher (ESV) Program for families experiencing homelessness by accepting City of Sacramento issued vouchers for motel/hotel room payment for emergency sheltering in conjunction with City-provided supportive services and rehousing services. The City is looking for motels orhotels willing to accept these vouchers, which will be worth $55 per night inclusive of all taxes and fees. Motels or hotels participating in the City’s program will invoice the City on a monthly basis.In response to the Request for Proposals, the City anticipates receiving competitive pricing as well as an assurance of quality services. Motels responding to this RFP must submit their proposed nightly room rate, for all room types, and maintainthat rate through the term of their agreement for ESV participants. Proposals meeting the minimum requirements, submitted at $55.00 per room per night, with a minimum score of 36 out of 45 possible points for motel/hotel property information and amenities, and with a minimum score of 20 out of 25 possible points for proximity to vital services will be automatically accepted. Proposals with rates higher than $55.00 per roomper night may be considered. However, by submitting the proposal, the motel owner acknowledges and agreesthat the motel shall be responsible for collecting the additional amount from the guest at the time of check-in or as otherwise agreed upon between the motel and the guest. Motel owners may require guest portion of payment to be paid up to one-week in advance. Motel owners who participate in the program are subject to the Emergency Sheltering Voucher program’s guidelines and rules and must fully cooperate with the City and City-selected supportive service provider inimplementing the program’s guidelines and rules. If a guest violates motel/hotel policies (e.g., damages property, refuses to vacate after check-out), the motel/hotel may take the same lawful actions it would with any other guest, including removal or trespass, consistent with applicable laws. If the Motel issues an exit, Motel staff must notify DCR within 24 hours. Each proposal must be a hotel/motel located within the County of Sacramento. The City may add subsequent contracts at a later date as necessary to meet the City’s needs.
