Solicitation of Interest (SOI): Diagnostic Classification of Mental Health and Developmental Disorders of Infancy and Early Childhood (DC:0-5™) and Foundational Training in Infant and Early Childhood Mental Health (IECMH)   Agency: New York State (NYS) Office of Mental Health (OMH) Division:  Office of Prevention and Health Initiatives (OPHI) Contract Number:  TBD Contract Term:  One Year Date of Issue: 8/17/2026 Due Date/Time: 9/8/2026 County(ies):  All NYS counties Location:  Statewide Classification: Medical & Health Care - Consulting & Other Services Opportunity Type:  General Entered By:  Amanda Szczepkowski   Description:   The NYS Office of Mental Health (OMH) is seeking letters of interest to provide one-time funding to an agency or other provider that can demonstrate both the capacity and training capability to offer statewide training opportunities in both: The Diagnostic Classification of Mental Health and Developmental Disorders of Infancy and Early Childhood (DC:0-5™, Zero to Three)[i] and Foundational Trainings in Infant and Early Childhood Mental Health (IECMH). It is anticipated that OMH will make one award totaling $1,000,000 dollars.  Providing training and technical assistance to expand service delivery and enhance the provision of quality mental health services for children birth to five and their families/caregivers is a first step in supporting the Infant Early Childhood Mental Health workforce and enhancing the promotion of healthy caregiver/child relationships while assisting in mitigating the impacts of childhood trauma.    DC:0-5™ Training:   This comprehensive training is specifically designed for participants directly involved in the developmental and mental health evaluation and diagnosis of children from birth to five. Participants will learn about the multi-axial approach to diagnosis as well as understand the contents of each axis, including Axis I Clinical Disorders, Axis II Relational Context, Axis III Physical Health Conditions, and Considerations, Axis IV Psychosocial Stressors, and Axis V Developmental Competence. DC:0-5™ Training enhances the professional’s ability to diagnose and treat mental health problems in the earliest years by identifying and describing disorders not addressed in other classification systems and by pointing the way to effective intervention approaches. Participants will have the opportunity to participate in Community of Practice calls following the training for support on the use of DC:0-5™ in their individual practice.   Foundational Training in Infant and Early Childhood Mental Health (IECMH):   Providers and Individuals who care for young children and their families need an understanding of Infant Early Childhood Mental Health (IECMH) and how it relates to service provision to/for children and families. Foundational training creates opportunities for providers to develop greater expertise and competence in the basics and practice of IECMH and increase knowledge regarding the importance of social-emotional development and responsive caregiving to build resiliency. The training modules will cover various topics relevant to providers/individuals serving the families of infants and young children.   OMH is seeking entities with the demonstrated capacity to provide the following program deliverables:       DC:0-5™ Statewide training utilizing the National Zero to Three existing curriculum: The DC:0-5™ training will include the following: At least two (2) Live Virtual DC:0-5™ trainings per month: Each training is twelve (12) hours in total (three (3) sessions of four (4) hours each) A minimum of one (1) monthly open 90-minute Community of Practice call where participants can bring their own cases and questions. A minimum of one (1) monthly Learning Collaborative call using a case from the DC:0-5™ casebook to guide the discussion for a more tailored session. ·         A minimum of four (4) in-person training sessions offered over the course of the contract (at least one (1) Downstate and one (1) Upstate). Six (6) Three-hour (3) refresher sessions for those previously trained in DC:0-5™ to reinforce and fortify the knowledge learned.   Foundational Training in Statewide Infant and Early Childhood Mental Health (IECMH): Must include a minimum of twenty (20) 1-hour long training modules. Trainings will be offered as live webinars, recorded, and made available as Learning Management System modules.   Topics on Infant and Early Childhood Development must include, but are not limited to the following topics:   Pregnancy and the Psychological and Developmental Transition to Parenthood Perinatal Mood and Anxiety Disorders Continuum of Care Prevention Substance Use Disorders in the Perinatal Period A Non-Prescriber’s Guide to Psychiatric Medications in Pregnant and Breastfeeding Patients Perinatal Loss Cultural Context Protective Role of Culture Beyond ACEs: Positive Childhood Experiences and Protective Factors in Mental Health Social Determinants of Health Everyday Challenges of Parenting: Sleeping, Crying, Toileting, and Tantrums Feeding Routines and Rituals Developmental Language Disorders Autism Motor Disabilities Neurodivergent Parents ·         Infant Mental Health and the Role of Fathers, Partners, and Non-Birthing Caregivers ·         Impact of Trauma on Parenting ·         Trauma in Early Childhood ·         Separations and Loss in Early Childhood ·         Impact of Domestic Violence on Infants and Young Children ·         Sexual Abuse   Both the DC:0-5™ and Foundational Trainings are to include participant materials and for the provision of CEUs for LMSWs, LCSWs, and LMHCs.       Eligible Applicants:     ●       Must be located and doing business in New York State. ●       Must have demonstrated experience and proficiency in conducting statewide training and providing technical assistance through in-person and remote means, using the necessary technology to reach a wide breadth of audiences and stakeholders. ●       Have at least five (5) years’ experience providing mental health services to children ages birth to five and their families/caregivers and be dedicated to promoting the optimal development of infants and young children and their families/caregivers. ●       Have at least five (5) years’ experience providing DC:0-5™ Training. ●       Have an established system to promote, conduct, and track provided training sessions and technical assistance for those who registered and participate. ●       Understand Infant Early Childhood Mental Health and children’s behavioral health system of care in New York State. ●       Demonstrate a successful track record serving the birth to five populations using the latest academic research and an understanding of the profound effect of early childhood relationships.   The selected awardee will be required to become a member of the NYS Trauma Informed Network and Resource Center.   Please send your letter of interest to Amanda Szczepkowski at OMHLocalProcurement@omh.ny.gov.
