CITY OF FORKS Request for Qualifications for On-Call Engineer Notice is hereby given that the City of Forks, Washington (“City”) is requesting statements of qualifications (SOQs) from engineers/firms to compile a list of up to three “on call” engineers/firms for the term beginning September 15, 2026, and ending September 14, 2028. Project Description: Provide engineering services to include civil and/or structural design and engineering necessary for City projects, whether locally, state and/or federally funded.  The City may choose up to three qualified engineers/firms for its engineering roster. Engineers/firms may specialize in one or more of the following categories: roadway, sidewalk, curb/gutter, development and repair; traffic and transportation analysis; pavement analysis; stormwater analysis and preliminary development; building repair/renovation; utility (water and sewer) upgrade or repair; electrical improvement, upgrade or repair; preliminary project development. project scope of work, project assessments, project solicitations under $50,000; materials testing and analysis; and other civil and/or structural engineering needs. In addition, the City may utilize a selected individual/firm as a “clerk of the works” for any locally, state, and/or federally funded construction projects occurring from September 15, 2026, through September 14, 2028. In those cases, projects may be funded or partially funded by grants or loans from the U.S. Department of Housing and Urban Development (Washington State CDBG), U.S. Department of Agriculture-Rural Development, U.S. Department of Transportation, Federal Emergency Management Agency, Washington State Department of Health, Washington State Department of Transportation, Washington State Department of Ecology, or any other such agencies. As such, the selected engineer/firm must be qualified to undertake grant-related work. Submittals should consist of a cover letter that provides a brief description of the firm. The SOQ should contain information that addresses the selection criteria listed below. The entire submittal should not exceed twenty pages. Selection of the on-call individual/firm shall be based upon the following criteria: Qualifications of Firm (20 points) Provide a brief history of the firm, a list of projects completed in the last three years (highlighted projects), and the firm’s scope of work for those projects. Experience of Key Personnel (20 points) List of personnel available for on-call services and their qualifications and areas of expertise. Availability (20 points) List a demonstrated ability to meet schedules and deadlines. Describe the amount and type of staff resources available in the project vicinity to perform the services. Relevant Experience (20 points) List at least three (3) examples of services rendered on projects completed in the last five (5) years for small municipalities that best characterize and demonstrate the firm’s experience providing services similar to those described in this RFQ. References (20 points) Provide contact information for at least three different municipalities for which the firm completed similar services to those described in this RFQ. Contact information should include: client’s name, project name, project manager with email address and phone number. The City encourages minority- and women-owned firms to respond and does not discriminate on the basis of race, color, religion, age, or gender. Statements of Qualifications shall not include any pricing information for proposed engineering services. Pricing will be presented during contract negotiations after selection of the most qualified consultant. The City of Forks assumes no obligation of any kind for expenses incurred by any respondent to this solicitation. The City may decide to interview, by phone or in person, firms as part of its selection process depending upon the nature of the responses. Two originals of the required information should be mailed or hand-delivered to Rod Fleck, City Attorney/Planner, City of Forks, 500 East Division St., Forks, Washington 98331. All information should be delivered to the City prior to 5:00 p.m., September 2, 2026, and labeled “On-Call Engineering SOQ”.
