Construction of 0.1 MGD Wastewater Treatment Plant for HC MUD No. 441

The work consists of providing the necessary labor, materials, equipment, and supervision to construct 0.1 MGD Wastewater Treatment Plant for Harris County Municipal Utility District No. 441.The site work contractor is responsible for all work, including but not limited to construction of concrete pads; crushed concrete walkways, installation of PLC supplied by package plant vendor; and all else specified and shown in the construction drawings . The package plant vendor scope includes the 100,000 gallon per day package wastewater treatment plant facilities and shall include delivery and assembly of the plant with all accessories and equipment; the aeration basin; multi-stage digester unit; a final clarifier; a chlorine contact basin; non-potable water system; chlorination equipment and disinfection equipment building; eyewash and safety shower with canopy; walkways, bridges, and handrails; air diffusion equipment; air lifts; flow measurement equipment and PLC control panel; blowers; aboveground interconnecting piping, valves, fittings, supports, hose bibbs; control panels for equipment including the blowers, clarifier, non-potable water system, disinfection equipment and effluent flow measurement; basin lighting, and all other electrical plant devices; and electrical wiring (including wiring from service rack to control panels, from field equipment to the terminal box at Digester No. 2 and from field equipment to the local control panel); and all accessories, equipment, piping, etc. within the plant, complete as specified. Within the package plant vendor scope is all the plant related functions from the stub up for the force main piping upstream of the manual bar screen and the stub up for the effluent piping downstream of the chlorine contact basin; and everything in between. The installation of the package plant facilities shall be the responsibility of the package plant vendor. Installation includes all delivery, installation and start-up. The site work contractor shall coordinate with the package plant vendor for all connections and slab dimensions. The site work contractor is responsible for all site work shown in the construction drawings including all work not associated with the plant between the influent flange at the manual bar screen and the effluent flange at the chlorine contact basin and not specifically addressed in the lease agreement. However, the site work contractor is responsible for concrete slabs and pads, and all buried piping located within the limits of the proposed plant. All buried piping shall be installed with a flanged stub-up approximately 12-inches (12”) above finished grade at all locations. The package plant vendor is responsible for all electrical work downstream of the local control panels for package plant equipment and downstream of the terminal box at Digester No. 2. The site work contractor is responsible for all underground duct bank work and all other electrical work from the main service rack to the local control panels and the terminal box at Digester No. 2. The site work contractor is responsible for coordination with package plant vendor to coordinate pipe and electrical connections, buried pipe locations, deliveries and schedules.
