DSPA Altec Duluth Expansion

The Duluth Seaway Port Authority is seeking hand-delivered bids for the DSPA Altec Duluth Expansion project. Bids must be submitted to the Duluth Seaway Port Authority, Attention Dean Lembke, Facilities Manager, at 802 Garfield Ave., Duluth, MN by THURSDAY, SEPTEMBER 10, 2026, at 11:00 a.m. CST, where they will be opened and read aloud.A pre-bid conference will be held on August 25, 2026, at 2:00 p.m. at the Duluth Seaway Port Authority offices to discuss the project scope. Interested parties can access the project site at 1255 Port Terminal Drive following the meeting.Bidders must submit their bids marked as “BID FOR: DSPA ALTEC DULUTH EXPANSION” using the proposal form in the specifications, accompanied by a cashier's check, bid bond, or certified check for at least five percent (5%) of the bid amount. This project is funded by the Duluth Seaway Port Authority and is subject to prevailing wage rates.Bidders must be responsible contractors as defined by Minnesota Statutes, section 16C.285, subdivision 3. Any contractor failing to meet the minimum criteria will be ineligible for the contract. A prime contractor must provide a list of first-tier subcontractors and submit a verification of compliance before executing a contract.Bids cannot be modified, withdrawn, or canceled for sixty (60) days post-submission. The Authority reserves the right to reject all bids without explanation and to waive irregularities.The successful bidder must furnish performance and payment bonds in full accordance with Minnesota State Law and the Authority's requirements within ten (10) days of the Notice of Award.
