Purpose of the RFQAnaheim Public Utilities Department (“APU”) is pleased to issue this Request for Qualifications (“RFQ”) to invite interested contractors (Contractors or respondents) to submit their qualification to become prequalified to perform water system construction, maintenance, repair, and immediate response work for APU. This Invitation is not a request for bids on a specific project. Instead, it is an invitation to (1) prequalify for future projects and (2) enter into a master agreement that will allow for the submission of bids in the future for APU's as-needed water system construction, maintenance, repair, and immediate response work.Interested contractors may seek prequalification under one or more of the following service categories:Water System ComponentsTransmission and Distribution PipelinesMotors & PumpsWeldingElectrical & InstrumentationNetwork Infrastructure and Fiber OpticsSecurity and Access Control SystemsThe selected Contractors will be responsible for performing the services described in the Service Categories in attached prequalification questionnaire in accordance with any performance requirements stated therein (collectively, Services). After identifying successful contractors, Anaheim will negotiate an agreement (Agreement), which may include a best-and-final offer. The Agreement must substantially conform to the requirements outlined in the Pro Forma MCA - Water Construction 2027-2032. Any resulting Agreement will take effect upon mutual execution, after Anaheim secures all necessary approvals from its approving bodies. A sample copy of the Master Agreement is included with this invitation.Skilled and Trained Workforce (If Applicable): To the extent required by applicable law, responsive Contractor(s) acknowledge that work performed under any agreement resulting from this solicitation may be subject to the skilled and trained workforce requirements set forth in California Public Contract Code sections 2601 through 2603. If awarded a contract, successful Contractor(s), and their subcontractors at every tier, shall comply with such skilled and trained workforce requirements for any work for which they are legally applicable. Where skilled and trained workforce requirements apply, the successful Contractor(s) shall be required to submit, on a monthly basis during performance of the applicable work, documentation demonstrating compliance with Chapter 2.9 of the California Public Contract Code. Nothing in this solicitation shall be construed as a determination that skilled and trained workforce requirements apply to all work contemplated by this solicitation or to all work orders issued thereunder.
