Statements of Qualifications for Airfield Development Projects

The City of Macon, Missouri is seeking statements of qualifications and experience from qualified engineering consultants for airfield development projects at Macon Fower Memorial Airport. Projects may include REIL & baffle replacement with an estimated cost of $200,000.00 and a supplemental fuel tank for 100LL & Jet-A with an estimated cost of $1,100,000.00. The required services encompass engineering services for preliminary design, bidding, construction phases, and incidental special services such as geotechnical work, preparing categorical exclusion documentation, as-built ALP updates, and surveying. Consultants should provide names of preferred firms for any work likely to be sub-consulted. Changes to sub-consultants can occur with Sponsor approval. The selection process will follow a qualification-based selection process as per FAA Advisory Circular 150/5100-14. Selection criteria will include recent experience in airport projects, capability to perform all aspects of the project, ability to meet schedules and budgets, knowledge of FAA/MoDOT standards, quality of previous airport projects, personnel experience, and familiarity with the project. Consultants must not include fee or cost information in their responses. After selection, the successful firm must submit a copy of their current overhead rate audit certification or MoDOT pre-qualification. The agreement will adhere to all applicable Federal Rules and Regulations. Consultants are required to submit three copies of their qualifications and experience along with references by September 18, 2026. They should also provide an affidavit of compliance with the federal work authorization program and a copy of the firm's E-Verify Memorandum of Understanding.
