End User Computing (EUC) Services

The Virginia IT Agency (VITA), on behalf of the Commonwealth of Virginia (Commonwealth), is seeking a supplier to deliver enterprise-wide, next generation End User Computing (EUC) Services to Virginia Executive Branch agencies and other public bodies. VITA is looking for a strategic partnership offering fully managed, secure, and compliant end-user services, while also providing flexibility to support management of both supplier-owned devices and Commonwealth-owned/leased devices. Additionally, VITA is also seeking supplier input on simplification of device offerings and other available transformative efforts that modernize the environment while containing costs. VITA will maintain a supplier-delivered End User Computing (EUC) model that builds on the current service framework at Commencement, through optimizing and modernizing services to align with current capabilities, demand, and operational realities. The Supplier will provide end-to-end service delivery, including device support, software support, troubleshooting, lifecycle management, and required financial and asset tracking processes (e.g., CMDB, GASB compliance) for all devices/workstations. Suppliers may propose value-added or premium services as optional capabilities available to agencies. During the life of the contract, Supplier will propose to VITA continual improvement of service/device offerings while meeting Customer needs and requirements, focusing on service quality, operational efficiency, and customer experience. The EUC supplier will be required to integrate as a full Tier 1supplier*. The EUC supplier may bring a suite of tools to manage the service platform, but all EUC provided tools shall not utilize proprietary tools or formats that hinder or prohibit integration into the MSI platform/VITA Toolkit. VITA and the MSI integrator shall have full, uninhibited real-time visibility into the content and configuration of all EUC provided tools.VITA anticipates a single award to one supplier for EUC services, while reserving the right to continually adjust the device ownership structure based on the best value and most suitable solution to the Commonwealth. VITA also reserves the right to issue a single award, multiple awards, or no award. While VITAs Managed Environment is comprised of various and separate scopes of services provided by multiple Integrated Suppliers (also called Service Tower Suppliers), the multi-provider model requires coordination, cooperation and integration among the Integrated Suppliers. These suppliers must work together toward the common goal of providing uninterrupted, high-quality services to VITA & the Commonwealth. In this regard, the participants must perform their services, interact, and cooperate with each other in a manner that, as a foremost guiding principle, first considers the best interests of VITA & the Commonwealth.
