Safe Streets to Newark's Transit Hub

Sealed bids will be received at 10:30 A.M. Prevailing Time, on Thursday, September 3, 2026 by the Director of Engineering, City of Newark, at City Hall, 920 Mayor Kenneth A. Gibson Blvd, Newark, New Jersey #412. The project involves improvements to enhance safety and accessibility to Newark's transit hub. Contract documents can be examined and obtained for a non-refundable fee of $100.00 at the Department of Engineering, Division of Traffic and Signals, located at 255 Central Avenue, Newark, New Jersey 07103, during regular business hours. Payment must be made by company check or money order, payable to the 'City of Newark'. Bids must be submitted by the specified date and time, and no late bids will be accepted. Bidders are required to comply with all applicable Federal, State, and Local laws. Inquiries regarding the bid specifications must be sent by email or fax no later than Monday, August 24, 2026 to Madelyn Artiles, Principal Engineer, at artilesm@ci.newark.nj.us or fax (973) 733-8880. Oral responses to inquiries will not be binding. All bids must include a certified check or bid bond of 10% of the total bid amount, not exceeding $20,000, as a guarantee for contract execution. Successful bidders must provide payment and performance bonds equal to 100% of the contract award and submit a completed Consent of Surety Form. Bidders must also provide a valid Public Works Contractor's Registration Certificate at the time of bid submission. Compliance with the New Jersey Prevailing Wage Act is mandatory. The contractor must set aside at least 25% of the total contract bid price to a Minority-owned Business Enterprise (MBE) and an additional 7% to a Women-owned Business Enterprise (WBE). Successful bidders will need to meet with the City's Office of Affirmative Action before contract execution. The City reserves the right to reject any and all bids and to award the contract to the lowest responsible bidder.
