Kulshan Community Land Trust (KCLT) is requesting proposals for Pre-Construction and General Contracting Services in support of the construction of a 46-unit single family homeownership neighborhood at 2039 Thornton Street, Ferndale, WA 98248. KCLT intends to select an integrated design and construction team to work together through the design and construction phases of the project. Kulshan Community Land Trust is a community-based land trust based in Bellingham, WA. KCLT creates affordable homeownership opportunities for low and moderate-income residents of Whatcom County. KCLT sells homes to qualifying buyers and holds the land in trust to ensure permanently affordable housing. The Thornton Village project will add 46 permanently affordable homes to our community land trust. This project is being developed in partnership with Whatcom County and the City of Ferndale to transform vacant land into a thriving, mixed-income community for working families. This Request for Proposals will be published in the Seattle Daily Journal of Commerce on August 12 and 13, 2026.
