Lawson Hill Connector Trail Project

San Miguel County (“County”) is issuing this request for proposals from qualified individuals to provide for the construction of the “Lawson Hill Connector Trail” as a Colorado Department of Transportation (CDOT) and Federal Highway Administration (FHWA) funded project.The successful bidder must complete all work within a proposed time frame, with minimal interruptions to daily operations. Qualified firms or individuals are invited to submit proposals by September 9, 2026, 4:00 PM Mountain Daylight Time.San Miguel County serves approximately 8,000 citizens and encompasses 1,288 square miles of diverse landscapes ranging from the rugged mountain resort communities of Telluride and Mountain Village to the ranching communities of the County’s west end, Norwood and Egnar.The County has been working through partnerships with the Town of Mountain Village and Lawson Hill Property Owners Association to develop, and obtain grant funding for an extension of a multi-use path at the entrance to the Lawson Hill Subdivision at its intersection with Colorado State Highway 145.The proposed multi-use path will connect the County-owned Park & Ride lot to the CDOT/County existing SH-145 underpass to the Town of Telluride. The total length is approximately 0.18 miles. This connector path is one of the missing orphan trail segments that will help to complete the intended alignment of the SH 145 Down Valley Connector Trail.The County and partners were able to obtain a CDOT Transportation Alternatives Program (TAP) grant to fund the project. Since receiving grant funding, the County has completed the design phase of the project. Pursuant to procurement rules and policies for San Miguel County and CDOT, this construction phase of the project is being competitively bid.With that, the County is soliciting a qualified construction firm to complete construction of the project.This Scope of Work (SOW) outlines the project and activities must follow CDOT Specifications and Standards. Plans identify requirements throughout the general and other notes developed by the Project Engineer.The installation will follow engineering plans and best construction methods practices while conducting each phase of work. Phases of the project are expected to include the following steps, and many of these steps are expected to occur concurrently through the project):The proposals must be submitted by Wednesday, September 9th at 4:00 PM Mountain Daylight Time. Late proposals will not be accepted. It is the Consultant’s responsibility to see that the Proposal is received at the proper time. The County is not responsible for delayed deliveries due to connectivity problems. If no exceptions are included, the County expects the Consultant will be able to sign the County’s contract and provide the required insurance and indemnification.3. Acknowledgment of Specifications and Fee Estimate. Proposals must include an acknowledgment of the project specifications and a fee estimate for the total project cost as identified in the bid schedule.4. Signatory Requirements. The Transmittal Letter must be signed by the contractor’s representative who is empowered with signatory authority for the company. The form may be accompanied by a Corporate Resolution.”5. Insurance. San Miguel County and Colorado Department of Transportation are to be named as an additional insured in contractor liability coverage as well as other performance and payment bond requirements of the project.The following section provides a description of the project funding and requirements. All documentation of pay rates and practices prescribed by the Davis Bacon and Related Acts must be followed and are the responsibility of the Contractor as part of this project.• Source of Funding:A majority of this project is funded through the Colorado Department of Transportation (CDOT) Transportation Alternatives Program (TAP). The inclusion of this funding requires all project aspects to comply with grant requirements including Buy America (BA), Build America, Buy American (BABA) Act, and the Davis Bacon Act. To comply with grant requirements and San Miguel Policy, all purchase orders and payments will be issued by San Miguel County as the grant fiscal agent.• Davis-Bacon Act: 40 USC 3142This project is subject to the requirements of the Davis-Bacon Act and as such, the contract will require the selected vendor to pay at least the applicable minimum wage rate specified within the Determination. All payrolls will need to be entered into LCPTracker for verification.• Domestic preference for productsAs this is a federally grant funded project, and where optional (outside of BA and BABA) the preference is for the purchase and use of products which are produced in the United States.• Sales and Use Tax:San Miguel County is eligible for the State of Colorado and local sales and use tax exemptions. Bidders should not include State of Colorado and/or local sales and use tax in submitted bids.The contractor shall review, follow, and execute all necessary aspects of this agreement including:Upon award, this contract will define the project, the term and services to be performed. This is a legally-binding document between the contractor and San Miguel County.San Miguel County reserves the right to reject any bids, to change, add, or amend the specifications; to waive any informality or irregularity; and to accept the proposal that, in its judgment, best serves the interest of each entity.San Miguel County will not be responsible for any costs incurred by prospective vendors in the preparation and presentation of proposals.
