ADVERTISEMENT NOTICE TO OFFERORSRFQ No. 26-094QPREQUALIFICATION OF CONTRACTORS FOR CONTRACTOR VENDOR POOL FOR RESIDENTIAL HOME REPAIRSJoint Solicitation with the City of Boynton Beach and Boynton Beach Community Redevelopment Agency (BBCRA)Electronic Requests for Qualification (RFQs) shall be received by the e-procurement system up to   September 10, 2026 No Later Than 3:00 P.M. (Local Time); unless specified otherwise and may not be withdrawn within ONE HUNDRED TWENTY DAYS (120) days after such date and time.All RFQs received will be publicly opened and acknowledged of receipt by the City’s e-procurement system electronically. The e-procurement system does not permit RFQs received after the assigned date and time. For the above reasons, it is recommended that the Offeror(s) allow sufficient time to complete your online Submission and to resolve any issues that may arise. This Request for Qualifications (“RFQ”) is issued jointly by the City of Boynton Beach (“City”) and the Boynton Beach Community Redevelopment Agency (“BBCRA”), acting pursuant to an Interlocal Agreement authorized under Florida Statute §163.01 (Florida Interlocal Cooperation Act). The City’s Procurement Services Division administers this solicitation on behalf of both agencies. References to “the City” elsewhere in this RFQ shall be deemed to include the BBCRA solely with respect to work performed under the BBCRA Residential Improvement Grant Pilot Program.ATTENTION, ALL INTERESTED RESPONDENTS:To obtain documents online, please visit Boynton-beach.bidsandtenders.net. Documents are not provided in any other manner. SCOPE OF SERVICES:The City and the BBCRA are seeking qualification packages to jointly establish a pool of pre-qualified contractors to complete residential home repairs, storm-hardening improvements, and exterior beautification work under the Residential Home Repair Program (CDBG/SHIP) and the BBCRA Residential Improvement Grant Pilot Program. Trade categories include general contracting, roofing, windows/doors, garage doors, landscaping/tree trimming, pressure cleaning, painting, concrete/asphalt/pavers, fencing, fence staining, plant/nursery supply, and site-triangle clearing. Entry into the pool is an acknowledgment that the pool member has satisfied the pre-qualification criteria for the trade discipline(s) applied for.It is the intent of the City and the BBCRA to qualify as many responsive, responsible firms as possible in each trade discipline, subject to the minimum pool size the City establishes per discipline. There is no limit on the number of primary or alternate firms per trade. Each pre-qualified firm shall enter into a continuing Master Agreement with the BBCRA and City. Projects will be posted to the applicable trade pool as they arise, and pre-qualified contractors will be invited to submit competitive quotes. A contractor that fails to respond to bid invitations for six (6) months will be placed on Inactive Status as set forth in Section II, Special Provisions for Contractor Pool.The Offeror(s) shall act as an independent Contractor and not as an employee of the City.Questions related to the RFQ are to be submitted to the Purchasing representative through the e-procurement system only by clicking on the “Submit a Question” button for this specific Solicitation.PRE-QUALIFICATION CONFERENCE:A NON-MANDATORY Pre-Qualification Conference is scheduled for August 21, 2026, at 10:00 A.M. to be held at City of Boynton Beach City Hall Room 115, 100 East Ocean Avenue, Boynton Beach, Florida 33435. The purpose of this meeting is to provide a forum for all concerned parties to discuss the proposed project, answer questions on the solicitation document, review the qualifications requested, provide instructions for submitting qualification packages, and discuss other relevant issues.In the event that any discussions or questions at the pre-qualification meeting require, in the City’s opinion, official additions, deletions, or clarifications of the solicitation or any other document, the City will issue an addendum to this Request for Qualifications, as the City determines is appropriate.No oral representation or discussion taking place at the pre-proposal meeting will be binding or may be relied upon by any person or entity. All questions prior to the pre-proposal meeting should be submitted in writing through the City’s e-procurement system by the deadline for questions.2 CFR PART 200 200.321 (Federally Funded Solicitation Portion) MINORITY/WOMEN'S/LABOR SURPLUS FIRMS PARTICIPATION: The City of Boynton Beach, in accordance with the requirements as stated in CFR 200.321, encourages the active participation of minority businesses, women's business enterprises, and labor surplus area firms as a part of any subsequent agreement whenever possible either as prime contractors or subcontractors. If subcontracts are to be let, through a prime contractor, that contractor is required to take the affirmative steps listed in items (1) through (5) below:Placing qualified small and minority businesses and women's business enterprises on solicitation lists;Assuring that small and minority businesses, and women's business enterprises are solicited whenever they are potential sources;Dividing total requirements, when economically feasible, into smaller tasks or quantities to permit maximum participation by small and minority businesses, and women's business enterprises;Establishing delivery schedules, where the requirement permits, which encourage participation by small and minority businesses, and women's business enterprises.Using the services and assistance, as appropriate, of such organizations as the Small Business Administration and the Minority Business Development Agency of the Department of Commerce.LOBBYING / CONE OF SILENCE: Consistent with the requirements of Chapter 2, Article VIII, Lobbyist Registration, of the Palm Beach County Code of Ordinances, Boynton Beach imposes a Cone of Silence. A cone of silence shall be imposed upon each competitive solicitation as of the deadline to submit the proposal, bid, or other response and shall remain in effect until the City Commission awards or approves a contract, rejects all bids or responses, or otherwise takes action that ends the solicitation process. While the cone of silence is in effect, no Offeror or its agent shall directly or indirectly communicate with any member of the City Commission or their staff, the Manager, any employee of Boynton Beach authorized to act on behalf of Boynton Beach in relation to the award of a particular contract or member of the Selection Committee in reference to the solicitation, with the exception of the Purchasing Manager or designee. (Section 2-355 of the Palm Beach County Code of Ordinances.) Failure to abide by this provision may serve as grounds for disqualification for award of contract to the Offeror. Further, any contract that violates the cone of silence shall render the transaction voidable. The cone of silence shall not apply to oral communications at any public proceeding, including pre-bid conferences, oral presentations before Selection Committees, contract negotiations during any public meeting, presentations made to the City Commission, and protest hearings. Further, the cone of silence shall not apply to contract negotiations between any employee and the intended awardee, any dispute resolution process following the filing of a protest between the person filing the protest and any employee, or any written correspondence with Boynton Beach as may be permitted by the competitive solicitation. Additionally, the cone of silence shall not apply to any purchases made in an amount less than the competitive solicitation threshold set forth in the Purchasing Manual. PUBLIC RECORDS DISCLOSURE:Pursuant to Florida Statutes §119.07, sealed Bids, Proposal or Responses received by the City in response to a Request for Qualification or Invitation to Bid are exempt from public records disclosure requirements until thirty (30) days after the opening of the Proposals/Bids unless the City announces intent to award sooner. If the City rejects all Responses submitted in accordance with a Request for Proposal/Qualification or Invitation to Bid, and the City concurrently provides notice of its intent to reissue the competitive solicitation, the rejected Responses remain exempt from public disclosure until such time as the City provides notice of a decision or intended decision concerning the competitive solicitation or until the City withdraws the reissued competitive solicitation.  A Bid, Proposal, Response, or reply is not exempt for longer than twelve (12) months after the initial City notice rejecting all Bids, Proposals, or replies.CITY OF BOYNTON BEACH
