Unit 4 Repowering Project - Engineering, Procurement, and Construction Services

Imperial Irrigation District (IID or Owner), an irrigation district established under Division 11 of the California Water Code, Sections 20500 et seq., that provides non-potable water, farm drainage and power services to the lower southeastern portion of California's desert, is requesting proposals from highly qualified Respondents to:The Imperial Irrigation District is soliciting proposals from qualified Engineering, Procurement, and Construction (EPC) contractors for the El Centro Generating Station (ECGS) Unit 4 Repowering Project. The project consists of the design, engineering, procurement, construction, testing, commissioning, and turnover of a new 113 MW natural gas-fired reciprocating internal combustion engine (RICE) generating facility to replace the existing Unit 4 boiler. The selected EPC Contractor shall provide a complete, operable, and fully integrated facility in accordance with the technical specifications, regulatory requirements, and performance guarantees identified in the solicitation documents. CRITICAL DATES FOR ACTION:1. Mandatory Meeting – JobwalkThere will be a mandatory meeting and jobwalk to follow which will be held on Tuesday, August 18, 2026 at 8:00 a.m., Local Time, at the El Centro Generating Station Training Room located at 485 E. Villa Avenue, El Centro, California 92243, see page 6 for map and directions. Firms planning to attend should confirm their attendance with Mr. Marty P. Holbrook, purchasing agent via email to purchasing@iid.com. Responses will not be accepted from respondents not attending this mandatory meeting (See attached files). Prospective respondents must be present and signed in prior to the start of the mandatory meeting. Anyone not signed in at the official start of the meeting will be considered late and will not be allowed to submit a proposal. Anyone who does not attend the entire mandatory meeting will not be credited with attending.2. Questions and Answers Questions concerning this Secondary Request for Proposal should be directed in writing, no later than 5:00 p.m., Local Time, Tuesday, September 22, 2026 to Mr. Marty P. Holbrook, purchasing agent, via email to: purchasing@iid.com. Responses to questions received will be provided digitally for download on our website www.iid.com, under this solicitation listing to all participants no later than 5:00 p.m., Local Time, Thursday, September 24, 2026.3.
